You may sometimes see the opponent's timer appearing slower, or making moves when their timer has ended.
The timer will always pause when an animation is playing out (such as boosters, perks, or just plain old matches on the board) and continue once it's possible for a player to make moves on the board again.
This means if a player activates their booster multiple times, or gets a lot of extra moves in a single turn, their turn can feel longer due to the brief pauses to the timer each time an animation must play out.
If you see the player's timer ends but they are still making moves, this is because the opponent is playing with a weaker device and their animation plays out slower than what you are seeing. Please note, this is only a visual issue and it does not grant the opponent any extra time. The player will see the time running normally.
