When you receive a booster or reward, you may be able to replace it up to three times by clicking the "Replace" button and watching videos.
Sometimes the video inventory is empty and there are no more videos available to watch, therefore you won't be able to replace your items. Sometimes it helps to just wait a few seconds or restart your game and it might refresh the ads.
If you are located in the European Union, another possible factor could be that you have not consented to the data usage. Make sure you consent to it, by going to Menu > Settings > Data Usage Consent > Consent all.
